If it's 2-4 the standard recommendation is 4 BB(V)s 2 CVs, all remodelled and fully modded. Seeing that 4 35.6cms on each BB and 4 basic blue planes on each CV seems to work for all level 1 fleets, I figure you can pull off the same using stronger ships and equipment. Or, you know, subs. Even 1 sub works. Equip her with a midget sub. It's as tedious as standard setup, but it's far cheaper.

As for repair time just use buckets.
