Though for the most part .webm is honestly a lot better. .gifs are just a bunch of rasterized images compressed rather poorly (by todays standards anyways) which is partly why .gif takes so long to load. A webm is an actual video using more advanced tech for compression and playback designed to better take advantage of the modern CPU. So for the most part they really are better, except that most websites don't have embedded support for them like 4chan does, limiting their flexibility. Better compression, playback, and the support for audio (although disabled on 4chan) makes it a superior gif format that-isn't-a-all-a-gif. And assuming anyone uses a modern day browser, aka IE, FF, Chrome, Safari, or Opera, they all either have h.264 decode or can readily get it.
