Personal reasons for ZUN. He is highly concerned with retaining the full rights and control over any official Touhou works, keeping it "indie". The way the animation industry works, with how much money and how many people are involved, doesn't sit well with him. He could never fund an official anime out of his own pocket, and that means bringing in external financiers who are in it for a return on their investment.

Publishing deals with magazines for the official manga works seems to be as far as he is willing to stretch. He's not only a game programmer, composer, and an amateur artist, he's a decent writer too, with entire novels under his belt. He does all the writing for all the official manga, and stays in constant touch with the artists.

ZUN wanting to remain in control is also one of the stated reasons behind why he won't release his games outside of Japan. He did mention that Steam is a great service which has made it considerably easier to self-publish, but he would still have to rely on others to localize his games. It would also mean him having to devote even more time to publishing, which keeps him occupied a lot of the time already, making it even harder to find time for actually making games.
