In Rei's case, Ryukishi himself designed the kids though, so it might not be an issue. He presumably owns the "original work" he gives to the artists to create the manga.

Although without actually seeing those characters/designs used elsewhere or a confirmation that they can't be used it's all just speculation.

Keiichi's only son. Like Keiichi, he's also 14 years old. He carries on Keiichi's "magician of words" ability. He can change the meaning or value of something with a single word. His personality is also similar to Keiichi's, being curious and showing interest in everything. He is enthusiastic when focused, dislikes prejudices and when focused on something can get really fixated on it. You could say it's basically a bad habit. Like Keiichi although he can be somewhat perverted, he also can be hard headed about the feelings of the opposite sex.
