It's not a vague terminology that's been warped with use like the entire 'dere' phrasings or the entire concept of moe. It's underaged or precarious traits lined with a mature/often sexual series of traits. Most of your anime/manga young girls fall neaty into that category if they're depicted as youthful & sexually desirable.
