it's considered gangsta, the tradition itself is very old and comes from Siberian prison camps during tsarist times. prisoners were marched on foot to their respective camp(it's called этапирование), and whenever officers would announce a stop prisoners were forced to sit like that, because it's very hard to move around or break into run from squatting. so the point was making it harder for prisoners to escape during rest. and during soviet time tradition kinda stuck on.
