Historical De Zeven Provinciën should be good enough unless you want something fun like a Dutch Ooyodo. Given that the required minimum design speed is significantly lower than Ooyodo's it probably could be possible to fit in a 3rd turret (hopefully a triple one but even double one should do the trick if necessary), the end result would probably look something like this and be easily the ugliest cruiser of WW2.
