It's true, you really can't argue that Aya isn't the fastest. She is. Unless ZUN introduces a third tengu, there's probably no changing that. Just sometimes, being the fastest means... well, plain absolutely nothing.

-Youmu is nowhere near Aya once she gets up to speed, but on the other hand Youmu can catch her instantaneously if she's anywhere within 3000 kilometers.
-Sakuya can stop time. Whether Aya defies logic and is so fast that she keeps going at pretty much normal speed even when TIME STANDS STILL is up to interpretation.
-Komachi... You can't outrun death.
