Nasu established years ago (like pre-FGO) that Vortigern = Britain for some reason. And there is absolutely nothing about other places getting this special snowflake unique avatar. It doesn't seem like Britain follows Gaia, or Artoria wouldn't have Rhon to try to beat the current Avatar. There is something special with Britain because Gaia's inner soul, Avalon, is located there too isn't it? Is Britain/Vortigern some kind of other side that represents the self-loathing and suicidal inclinations? Who knows.

Not that I mind because Oberon is one of the best characters he wrote.
