The former. You have to clear the 4 scenes under Others (-眠子- -鍔姫＆春霞- -アーデルハイト- -憂緒＆睦月-) to get Ushio's first scene, and then you have to do every single other scene to get Ushio's second scene. If all you care about is Ushio, it's probably safe to ctrl through all of them but Ushio&Mutsuki and Fuhito because those two are slightly plot-relevant later. Rito's scenes are nice too, though.
