The loops breaking her mind is the very easy answer to that. We should get the sense she's completely out of herself by the time she's planning everything, not when she kills Teppei in Tatari.

That's even when the witch eyes are first seen in the anime too, they just failed to give them any script focus. Although it's just clear in general the anime staff really didn't care for the loops as a narrative device considering how they handled them. All the conflict focused on two specific points, St.Lucia and Teppei. Everything else didn't seem worthy of their attention.
