The number of No. 1 votes divided by the number of comments. If a bot or human spamming No. 1 votes doesn't leave comments (which is an assumption, and not a fact), the character they vote for would get a higher ratio. Again, Youmu has been high in this figure since THPP11. Shizuha is really high this year, while Youmu actually dropped.

Ratio of No. 1 Votes to comments. A naive robot might not submit as many comments as a human would. A high value might indicate robots voting, by that argument (but a sophisticated robot or manual fraud could easily write comments).
