Also, just because someone has learned the super 1-hit-kill-all attack does not mean they're a stronger youkai. ZUN has stated multiple times that Yukari is the most powerful youkai in the Touhouverse. Cirno on the other hand has been described as a weak youkai (just like all of the other fairy youkais). If in Touhou 13 Cirno was to stumble upon the super 1-hit-kill-all magic she would still be an (inherently) weak youkai that randomly managed to get her hands on a lot of power. It's like saying a 13 year old girl with a gun is stronger than a 25 year old man. Let's just put it this way, if Yukari and Yuka were to both give birth to a child Yukari's child would be the strongest of youkai with powers on par with the gods, and Yuka's child would be a mere flower youkai.
