That's PoFV for you. It has the worst stage 6 in the world. I got to Shieiki with Marisa several times without dying, and I still lost to her. Last time, I got her to .5 health without dying getting hit. I stayed like that for a while before getting mauled. This was all on Lunatic.

The AI is weaker against certain shot-types, so you may try changing your character.
