Literally where did she fooled Okuu? She never said anything that would be implied as "go kill everyone".

She wasn't planning to solve the energy crisis that fast to begin with. Giving the nuclear power to Okuu was the first step. She would probably do a lot of experiments and testing before you can make a nuclear power practical. It's best to start it now than later.

Fucking sure. Using something that is outside of our control is a fucking smart thing to do. If the outside fucked up, then Gensokyo would be fucked as well. It's better to rely on something that we can control.
