TLDR
Uto has a staff handle DMs. Cuz in nipland a minor needs a guardian to do contracts.
Uto could have been doing all the DMs shown, however Uto's guardian could have been doing all the transaction or just the payment details.
Chii may have been angry that it took months to know what happened to the contract, and Uto's side should have informed Chii as soon as they knew.
Chii had the right to have his drawing returned, but no right to compensation when the contract went bust.
Uto did the morally right thing to offer to pay for the compensation promised. At this point a legally binding gift is being agreed on.
Chii thought he had a binding promise which Uto neglected for 2 odd months, legally a gift was just being agreed upon in the DM.
Chii with the last sentence is completely out of line, acting like a bitch.

Chii's frustration is understandable, Uto's side should have told him when they found out the contract was bust.
However, this guy has no right to say that Uto has to pay. It was a contract between Chii and a company. Uto was acting as a messenger between Chii and the company.
A messenger doesn't owe any obligation period. But nipland likes moral obligations and this is between known acquaintance, so it's culturally fine.

Also, the DM is being handled by the "Staff" most likely the guardian.
The sudden business like tone of the supposed "Uto" could be the guardian doing the transaction for Uto.
If an adult looked at chii's response which is very unprofessional, for sure they'd ghost him.

TLDR
Uto's a minor, under nip law needs parental permission a guardian or a husband to do valid contracts.
Safest way for minor to do business is to have a guardian take care of transactions.
Uto did have a twitter bio saying she had staff doing the DMs.
Uto could have been doing all the DMs shown, but the payment details could have been done by the legal guardian.
Chii had no legal right to receive compensation, but nip land usually do these moral obligation things so he's culturally ok asking for payment.
Chii may have been angry that it took months to know what happened to the contract, but the last sentence he spoke is completely out of line.
He lost trust with that sentence, no wonder he took down the DM screenshot.
