I was actually a bit mistaken now that I actually bothered to read through the thread. He was arguing against using ISAO's model in GTA because he wasn't sure if rereleasing it as a mod counted as "redistributing" it and was telling people not to use it until there was a more concrete answer, since there was the fear of ISAO who was apparently super strict about foreigners and such using his models quitting over it, or something along those lines. Still the same gist though; it was basically just one poster with a sarcastic response he nuked everything over.
