Right, she ran off instead of being defeated, then showed up as a stage 5 midboss, which implies to me she's at least decently strong. She's smart enough to withdraw instead of staying and being defeated, too, which I'd consider important. I really don't think strength is related to how good or interesting a Touhou character is, though.
