It's not just EN. The weird pulsing does seems to happen more often with streams with theoretically higher non-JP viewership (English speaking streamers and burger prime time streams). Could be that Youtube is suppressing views that come from viewers outside of the channel's set country because it thinks they're coming from bot farms. Watame's Hanako stream is kind of an outlier though, it also shows heavy pulsing even in JP prime time.
