I know what everyone thinks of Tager, and I am not even here to claim otherwise or dispute.
But considering how you discuss Noel and her game, and how you have all already covered Tager, I just thought I could bump in and share this, for whatever its worth.

I know fair and well Tager's deal and why he have struggled at the bottom since the game's conception.
But even though it might not show much, I just thought I would point out how I have fought many PSR 150+ Noels alredy with Tager, and won. Considering it is a top vs bottom kind of deal, objectively from the tiers, I still think it is worth of some notice.

For all Noel is worth people really needs to keep in mind what works and what does not at all times.
Playing against an overly defensive character with quick reversals and good combo followup oppurtunities one can't assume a good pressure and mixup game is going to work all way. All that is needed is one brink of a moment and one can go from guard to reversals right in the middle of Noels D attacks, despite the seemingly fast pressure it might seem like they can dish out otherwise.

Not really trying to say much here, other than despite the tiers, Noel still have lots of weaknesses that might perhaps not be all that apparent, but undoubtly easily abusable.
Likewise, Tager, being the gimmick character he is, with a good sense of mind and defensive play, he can turn around the game with a quick reversal and follow up combo like no other, but yes, we still know how that works out in the long run. Noel is still at the top and Tager bottom for a reason, but no need to talk down Tager more than necessarily, nor glorify Noel more than she deserves.
