Correct anatomy depends on the subject, but like that guy said, there are some things you can change. Exaggeration is exaggeration, which makes chibi anatomy acceptable, but drawing an otherwise realistic person with a waist that would fucking snap if it were real (like in the OP) is just plain wrong.

If you draw noodle people it doesn't matter how long and thin they are. If you draw something that SHOULD resemble real life anatomy, you can't draw noodles.

Saying that anatomy doesn't matter in anime style drawing is nothing short of idiotic.
