Japan is a country of very slow changing policy and standards in every part of society. It's a place where 99% of the government will change it's policy for everything except for 1% that just doesn't really get the funding or attention to do what everyone else does. Passports is one area where plenty of folks complain about traveling abroad and everyone dicking up their name because of how it got written. It's a commonly discussed and laughed about issue here among Japanese who travel.
