It's because she has the piercing effect on some of her bullets which combined with her crits gives her just enough damage to win. Even then, she needs to be at 5 stars with the correct card and at around 1900 attack. The number of characters who can actually beat Red Marisa in 1 turn is extremely small. Little Reimu, Mech Marisa and Retro Youmu can do it but that's all 5 stars. Here is how much damage another one of the absolute best characters in the game does in 1 turn.
