Why yes there is!
Shin written as "真" means "True". In the street fighter sense, it's seen as Akuma/gouki not holding back and fighting at full strength
On the other hand there is also Shin as "神" which means God more in the sense of transendance above humanity as opposed to Kami. Following the above, the CVS2 shin akuma is supposed to have gone beyond all limits, and as such his name is written with the second shin.
