You look at what other people are doing to figure out what kind of composition you want to do, what kind of background or subject you think you want to try out, what degree of subject separation works for what kind of picture, this kind of stuff.
Very similar to drawing really. For example this photographer I really like mostly depicts scenes of rural Japanese summer life. Very little subject separation since the scene as a whole is important, usually wide shots on low aperture and so on. Also of course the editing process is also important, what kind of color grading you want to go for and matches your sense of style or the kind of picture you want to take. When it comes to film, different film renders color differently are are better for different kinds of photography too, so it's nice to know what the others are using for their shots if you're working with film instead of digital (her TLR camera uses 120 film).
Anyways there's a ton to learn, I just do it as a hobby and suck at it but it's fun.
