I like to think of Flandre as a playful somewhat childish girl with all the power in the world at her command without the necessary restraint to possess it safely. She obviously would have been persecuted before coming to Gensokyo and even by her own sister when they misbehaves so she is slow to trust and isn't against using people for her own amusement. Also, she's kinda a spoiled brat due to pandering to keep her agreeable.

I had a dream where I was part of a resistance group fighting against Flandre and Remilia. I was working on my 3DS which when cracked would enable me to control superman. Things didn't work out however as someone brought back a loli to the hideout which was actually a spy. Remilia and Flandre discover us and I am arrested. Cut to their home. I am tied up on a table with both the vampires hovering over me, taunting me. For some reason I fail to bargain away my 3DS. I'm killed after that. Then I respawn as someone with invisibility to everyone expect Flandre and Remilia. I infiltrate their home with revenge in mind. I sneak around the house. Flandre is having maids attend to her while Remilia is sipping tea outside on the balcony. Since I am a pervert my idea of revenge is to steal all of her panties and escape. It turns out that Remilia has no panties and instead her undergarments consist entirely of childish gym bottoms. They get angry and stay up night after night waiting for me. I somehow come into procession of an embarrassing tape in which Flandre prances around like a super hero. I play it while displaying it on big skyscraper like screens in the middle of a big city. Everyone is laughing at her performance. We see her flying down the city streets humming to herself happily however before she can see it I for some reason feel bad and turn it off before it shatters her emotionally. The rest of the dream involves losing my powers by dropping a card that somehow contains them and trying to retrieve it.

Well, I haven't played against Remillia mch but so far at least for me she seems to be a good character in overall. On a side note, though, since you are used to "true" fighting games, you'll probably get used to Soku quickly, since a good part of the game relies on the weather system, that makes it a bit more about luck than skill (although there's skill involved). What I like about Soku though is that I can play with my favorite touhou characters while having fun.

And eh, generally I'm not very fond of Remillia's fast movements. I prefer something like Yuyuko's projectiles or Iku's aerial attacks. But she's still a great character. I love the way she pulls off that giant cross with her strongest spellcard. Compared to Yuyuko's 5 cost spellcards, it's much quicker and useful and does a very high amount of damage.
