Ah, yes.
Back to the matter at hand, though;
Dragons in Gensokyo.
We know Kasen has at least one or two young dragons. Then there's the Dragon (or Dragon God if you want to get specific) that appeared when Gensokyo was in turmoil, and it only disappeared when the Youkai Sages vowed to attempt to get along with each other. The same Dragon reappeared at the creation of the Hakurei Border.

As for other dragons... Meiling is a possible candidate, but we really don't know that much about her, and thus, we cannot make any solid conclusions.
Iku is an oar fish, which look reminiscent of dragons, but they are not dragons.

I love the Dragon/part-dragon Meiling idea, but it can be hard to work out without coming off as a bit fanwank-y.
