That's when she's accusing him of not being the real Battler and helping the culprit. Of course she knows the truth of the matter, and so she wants to send him out to get killed so she'll get the money. However, the fact she'd come up with the idea to try and explain it instead of just accusing him again and again and then throwing him out like she basically does anyway is pretty curious. She might be doing it just to hurt him so he's more likely to leave, but she's also making Maria unhappy at the same time for causing the argument, and she obviously would want Maria to be on her side should the culprit, Maria's friend, turn up and start talking shit about what Rosa did in order to get them into the situation they could have the gold. I guess she could've just assumed (correctly) that Shannon's corpse meant the culprit went and killed herself, but then what's the point in alienating Battler? It's not like she's going to spring back up and reward her for kicking Battler out of the room. Not to mention she's holding a loaded gun in a room full of people she'd rather not shoot and god knows what could go on with that thing in a heated debate.
In conclusion, Rosa a baka. A big dumb baka.
