Gah, you're right, I misread it! It's 11 energy to use the skill, and if it doesn't use the skill it'll keep storing energy; 20 is the maximum stored energy, not the cost!
So you could set the pet to use it if the enemy has a buff (using multiple commands to check for several buffs), and it'd use Megid Flame immediately against a buffed enemy.
