I don't know what you're imagining, but it's an A4 with a 2.0 NA engine from 2001, how is that consumption strange? I can get below 7l during longer distance drives (on a highway, etc.), but I'm mostly moving around my city and that's where the 10 comes from. Maybe 11 if the traffic's really bad.
