Even if it's not trustworthy, it would still be reasonable to assume that it's within her power to do, maybe not effortlessly. Knowing ZUN he'll never outright confirm it because he's such a l̶a̶z̶y̶ ambiguous writer but it's only logical. If she can alter the border of day/night to change how ''day'' it is and how ''night'' it is, she should also be able to do so for other things such as how ''real'' the universe is.
Presumably not effortlessly e.g bigger changes have bigger costs just like Sanae's ability to cause miracles. She might need to charge up energy or do a ritual or whatever.
Also, youkai are created and defined by human belief, and people have imagined many all-powerful creatures throughout history
