We have no idea how she found it, how she found out about the power of the Mallet, and how she made her way to the Inverted Castle while it was still buried deep within the land of oni. We don't even know if the Inverted Castle was buried within Old Hell, New Hell, or Hecatia's Hells or if New Hell and Hecatia's Hells are the same thing. They're related as Shiki knows Hecatia's one of the leaders of the Ministry of Right and Wrong, but whether the various Hells are all under her jurisdiction or if she only controls a large portion of the realms of Hell (due to being three people), no one can say for sure.

If Seija was an inhabitant of (Old) Hell, she'd obviously be more keen on the ins and outs of the place and would have an easier time finding the Inverted Castle and would know which oni currently owned the mallet and figure a way to steal it. We just know very little about who she knows prior to DDC that we can't establish much about her origins.
