not a terrible idea in the 20's and early 30's when carrier based planes had short range and small payloads, so coming into surface contact with the enemy was a possibility. It's the same kind of logic that had Saratoga and Lexington equipped with 8 inch guns. Obviously this was just a waste of space by the mid 30's when carrier planes(planes in general too) started getting decent and were rapidly improving.
