it was written and composed by a school teacher abt 100 yrs ago and we sing even now
there is no document, but probably like "butterfly likes nectar",
the old era children believed that fireflies would also like "sweet water", i guess

meaning 甘い水 is "better/best/good place/condition", (butterflies like good river = water)
so often used as "誘惑-する/-される", but it is rarely used now.
