I know, but again, the art style makes all the difference. Ryukishi was even able to get away with selling a game with exposed genitals simply because his art made it so non-sexual. Mangagamer on the other hand is selling to a much more conservative western demographic, using art far more reminiscent of erotica. It would have been simple enough to just do something like this.
Again, I'm fine with it either way. Hell, I'd have been fine with a fully nude steam sprite. But it's not hard to see why it caused a bit of a stir.
