I guess it's a possibility Seija's also from Hell. It'd make her journey to the Shining Needle Castle way more easy on her. It does seem to imply though that the castle was located in Old Hell, considering that it plummeted into the earth below Gensokyo long before Shinmyoumaru was born. I guess it does make sense though for Seija to be from Old Hell then, as youkai from the surface don't usually wander around beneath the earth and that it'd be more likely for someone who lives in that area to know where landmarks like the Shining Needle Castle to be.
