She’s always been a character who talks a lot of shit but never follows through

Even in Touhou her entire identity is hiding that she’s an Oni by pretending to be a wise and resourceful Hermit so people love and respect her who follows the laws of heaven… but she’s never gonna follow through on actually fighting for the humans. She talks shit to Yukari but only because Yukari likes her and won’t do anything. Even her dream self massively projects that she thinks Yukari is a coward and won’t do her own dirty work. I guarantee if push came to shove, arm or not, she’d side with the youkai in a heartbeat.
