This is because people view anime articles more than French president articles. Content for Wikipedia is generated democratically. It could also be because the knowledge of French presidents can be more succinctly arranged than the knowledge of anime. If you think about the complexity of a piece of large entertainment like an anime series, it has far more to write about than a list of a person's major life events, date of birth, date of death, etc.

And remember: you can always edit those French presidents' pages yourself if you find the amount of information unsatisfactory. Give something to posterity!
