I did not exaggerate when I called the bots an epidemic. There are networks of cheat bots that create new TF2 accounts, connect to a server, run aimbots to kill anyone in sight, attempt to kick innocent players, change names to make players kick innocent people while trying to kick the bots, vote against kicks for other bots in the network, and purposefully ignore any other bots connected to the server, so that all of their attention is focused on the human players. When any account in the network is banned, a new account is instantly created. You can see more or fewer bots at different times of day, but it is distressingly common to see 4 bots on the same team, with even more on the other side. Once the number of bots on a team reaches 4 or 5, the entire server is essentially a lost cause, because it is very difficult to get an entire team to vote together when all of the bots vote as a bloc to protect each other. Normal players now have to use an automated system to track and votekick bots in an attempt to stop the waves of bots: http://botdetector.tf

To be clear, this is only an issue in Valve's matchmaking. MvM and community servers are fine. And it's possible to play a lot of casual TF2 without running into any bots, depending on what time of day you play. But it's clear that TF2 is in a very poor shape right now.
