i have this problem as well. i've been searching for a controller with the perfect dpad but haven't found it yet. so far i tried the following:

>ps2 controller - thought the dpad was good (nostalgiagoggles) but felt pretty mushy and not as comfy for diagonal movement
>ps3 controller - don't remember this much as i didn't use it much for 2hu but pretty similar to the ps2 controller, mushy
>ps4 controller - better than the aforementioned two, the dpad is more clicky compared to before and doing diagonals is better now
>xbox 360 controller - definitely the worst dpad of the bunch, have terrible flashbacks with pressing LEFT then the controller registering UP due to the way it's designed; it's like they made an analog stick into a dpad and is kinda mushy
>xbone controller - BIG improvement over the x360 controller but still not the best dpad; is now clicky but for some reason movement feels bad in the long run
>8bitdo sn30 - meh dpad, thought it was great since i liked it is a boy but it's the not the best. feels too stiff since you have to go press "farther" to do diagonals (not sure if i'm making sense). i like the buttons though and it feels comfy for my small hands. mushy dpad.
>8bitdo m30 - sega saturn dpads were always meme-d around as the GOAT dpad. i recently bought one and it's actually pretty good for 2hu. i like the position of my fingers and hands. the "a" button placement is natural for me and sizing is larger than the average controller button so you can rest your hand there while using the trigger to focus. was absolutely disappointed at first since the buttons were fucking mushy but i got used to it. there's an official sega licensed saturn controller but the web says 8bitdo's is better.

i haven't tried an arcade stick yet but if ever you're going to build one, the meme-d around STG good ones are LS-32 and LS-40.
keyboards, i suck at this but some said going mech gave them better control over the game but i don't know if it's some sort of placebo or something
tl;dr: 8bitdo m30 > ps4 >>> xbone; keyboards and arcade sticks are fine too if you give it a chance. i just wished they made a controller with a dpad similar to the GBA SP or the PSV, those were the best.
