The percentages aren't general mood.
As in they are reset every time you talk to them. They don't build up. They show how much they liked the current action you did with them. So they only reflect that one action. Note that the more they like you the more receptive and positive they will be towards your actions, hence bigger percentages.

So let's say you ask someone to go somewhere with you and they give a 300%. That means they really liked going somewhere with you. Let's say you tell them to go away and they give a 0%. They hated that action. Usually around 100% is good. Like ask they about studying and they give a 115%, that's pretty good.

You use the statue outside the school to gauge how much people like you. You can also ask how they are feeling and how they talk to you to determine how much they like you.

Also, don't use the same action twice in the same period on someone as after that they will start giving negative responses. And if you use the same action on one person more than twice in the same day, the percentages will go down for that day and they will stop liking said action. So don't do the same thing over and over.

The eyes of characters also follow you if you press space and move them around while talking.
Fancy that.
