I think the idea is that they're running their own show, it seems Japanese Anemone personally sanctions Japanese Iris' authority over the place. They're also pretty popular by themselves, so they don't seem to be shunned at least.

Then again, that was a Lily Wood event, wasn't it? Maybe Bergamot Valley is internally okay with them, but the independent zone thing doesn't carry across to the other countries (speaking of which, wasn't Banana Ocean formed from a Germany-style conglomerate of different kingdoms as well?). At least part of Lily Wood seems to be pretty conservative too.
