If the milk situation is so grave that milking boobhus are needed, I do believe that common sense does not apply in Gensokyo, and as such this also makes said boobhus more affably open to the idea, even if it seems wild to us. And even then, it wouldn't be that different from something like sperm donors which we do have in our world, if the milk demand is as important as artificial insemination.

The boobhus can eventually get accustomed to the idea and treat it as something as common as getting together with other girls at a beauty salon, if the voluntary work option with girls-only milking station rooms is chosen. They're getting paid after all.
