The only way to do admirals is as side characters and have few of them pandering to different crowds. Uma Musume anime did it right. You have both male and female trainers and they are side characters.

People claim im@s anime did it right but it really didn't. First im@s anime underperformed hard despite insane hype and CG sold much better with it's emotionless side character Producer.
