How need you it to be explained? Jessica was perfectly explained. She don't want to think on the obvious explanation of the servants making up the incident in the VIP room. You think she would even allow herself to think her dear Kanon was Shannon in disguise?
And the adults are busy with her money issues and stuff. If you had a life you would see how when you are worried about your own stuff it doesn't seem weird to not pay attention to people to the point of not noticing two servants are the same person.

Plus what would be weird it's to suddenly think "hey this male and this female servant look alike. I bet they are the same person".
I'm sure they even didn't had the same heigh. There are things you can use to make yourself taller without heels.
