Except when he came back to life as a non-human, he did so in the village, in broad daylight, in front of at least a couple of humans who promptly ran screaming in terror. I really don't see how you can say "location doesn't matter" in regards to the human villager who died in the human village coming back from the dead in the human village and getting chased out of the human village, since the human village seems to be a rather significant part of the equation here.

As for Reimu not telling villagers about him, what about Kosuzu an Akyuu? Not only are they villagers, but Akyuu's whole deal is recording and disseminating information about this kind of thing.
