The guides are a bit too out of date, everything's rarer and more expensive now. The prices you see on the permament listings are even higher precisely because no one's buying them at those prices, if you want to catch a decent priced one you need to check the YJA search page once or twice per day and wait for one to show up, it will eventually.
>When do they usually restock?
Around the time reitaisai is on, twice a year. Do consider though that not all the fumos get restocked every time. Pic related is what we got last time in october, but next time momiji might not be there. I'd still recommend waiting for it while keeping an eye on YJA.
>do you recommend using a forwarding service instead of a proxy?
I've never tried forwarding services yet but the most recommended ones are Buyee, FromJapan and ZenMarket, all of which have their pros and cons which I can list if you need more details.

100~150 is the current sweetspot if you're willing to wait a bit but not too much, yeah.
