Can anyone help me with this?

I'm on Windows 7 x64 currently running Japanese locale, my date is set to Japanese, and I have just set my OS language to Japanese for this.

I've googled this but no one seems to have this specific problem. There's no read me.

I've torrented Daitoshokan no Hitsujikai from nyaa, but I just get these white boxes as text. It's not random ascii characters like if I were in English locale.

ITH extracts the text fine, and I can read the visual novel through Translation Aggregator, but is there any way to solve this?
