Absolutely. Amazing lyrics can make a 7/10 song a 10/10 for me.
Obviously the music itself is probably the most important part but lyrics and vocal edit are not dismissable, ever.
For example if a song has "not good but not too bad" music and the lyrics are very low effort then I would probably dismiss and forget about it.

One of the reasons why I am able to read and speak the language right now is because I wanted to understand japanese song lyrics.
