The humans were literally the ones who created the barrier. The youkai later reinforced it. The youkai of Gensokyo didn't even want it to begin with and the humans of the Human Village live in loose cooperation with the youkai and gods of Gensokyo. Tengu sell newspapers in the Human Village, half-ghosts buy groceries from grocers, Keine educates both human and youkai youth, humans often go to Eientei for medicine, the various shrines (most run either by gods or youkai) hold festivities for both humans and youkai, little youkai girls live in many Human Village households and bring good luck to their 'adoptive' families, who in return take proper care of them.

Gensokyo is not a bad place to live if you LIVE there. Outsiders get the shit-end of the stick.
